How to get these petals?

    This is the cake my sister has picked out for her wedding cake, except it will be shades of yellow:

    The top tier will be a real cake (for 1st anniversary), the bottom tier will be a dummy. The guests will have cupcakes.

    My question is concerning the bottom tier. Those look to me to be rather large petals, made of fondant. Does anyone have an idea of how that can be achieved, as far as a large petal cutter or something? Also, being that it's going to be a dummy, should I use fondant or gum paste? I can glue with royal icing, right? Her wedding is the first week of April, how early can I make this dummy without it fading, cracking, etc.?

    Sorry for so many questions, but I've never done a dummy cake! lol
